PC Replacement

We upgrade/replace desktop computers, laptops computer, and laser printers at all Public Libraries on a 4-year cycle. This is distributed across the cycle. The schedule is:

  • FY2024 - Bear, Route 9, Kent, Milford, Georgetown, Lewes, Millsboro, Milton
  • FY2025 - Brandywine, Corbit-Calloway, Delaware City, Hockessin, Kirkwood, (Gilliam), Dover, Frankford, Laurel
  • FY2026 - Claymont, Elsmere, New Castle, Newark, Wilmington Main, Delmar, Seaford
  • FY2027 - Wilmington North Branch, Woodlawn, Harrington, Smyrna, Bridgeville, Greenwood, Rehoboth, Selbyville, South Coastal

The standard desktop computers, laptops computer, and laser printers that we're currently deploying are:

PC Replacement FY24:

The software image will continue to be based on the Windows 10 operating system and will include the Microsoft Office 2021 software suite.  Accessibility software will be available on all computers, via the built-in Magnifier program ( which provides ZoomText type of functionality) as well as the NV Access program, NVDA which is a screen reader, similar to JAWS from Freedom Scientific.

We provide signage that libraries can use to advise patrons and staff of the upcoming PC replacement. (You can edit the PDF file and change the dates as needed before printing)

PC Replacement - FY2021 & earlier models:

Chromebooks & Wi-fi Hotspots in the Library

Before a patron checks out a device, there are three things they need to do:

  1. Show proof of Delaware Library card.
  2. Read and sign the Device Responsibility and User Agreement form (Translated versions (in Spanish and Creole) are available at https://consortium.lib.de.us/ and can be accessed by library staff)
    1. Please print out copies of these to allow patrons to hand sign.
    2. Please keep signed copies on record for a month at a time. We suggest keeping separate folders for each month. 
    3. Patrons must fill out a new form every time they borrow a device.
  3. Complete the Device Pre-Survey (This form can be translated on a Google Chrome browser by right clicking anywhere on the screen and selecting "Translate to...")
    1. These surveys can stay electronic, and should be pre-loaded on the 6th Chromebook you receive.
    2. Patrons must fill out a new pre-survey every time they borrow a device.
